On December 11-12, 2023, celebrations dedicated to the 28th anniversary of Turkmenistan's Permanent Neutrality were held in the capital of Turkmenistan, Ashgabat, including the International Forum «Dialogue as a Guarantee of Peace», ceremony of laying a wreath to the monument of Neutrality and other protocol events.

The delegation of Kazakhstan at the events was headed by Chairman of the Board of the Foreign Policy Research Institute Bolat Nurgaliyev. With other Forum participants he took part in a discussion at the thematic session «Using dialogue as a tool for preventive diplomacy», held at the UN Regional Center for Preventive Diplomacy for Central Asia.
