Ambassador Bolat Nurgaliyev

Chairman of the Board of the Foreign Policy Research Institute under the Ministry of Foreign Affairs of the Republic of Kazakhstan

Ambassador Bolat Nurgaliyev was born in 1951 in the Akmola region of Kazakhstan.
He joined the Ministry of Foreign Affairs of the USSR in 1980.
After two diplomatic postings in Soviet embassies in South Asia, the Islamic Republic of Pakistan (1981-1985) and the Republic of India (1990-1992), in 1992 he joined the Ministry of Foreign Affairs of the newly independent Republic of Kazakhstan, where he held the posts of Director of International Security and Arms Control Department and later Deputy Foreign Minister.
He served as Ambassador of the Republic of Kazakhstan to the United States of America (1996-2000), the Republic of Korea (2001-2003), Japan (2004-2006), and the State of Israel (2012-2014). From 2007 to 2009 he was the Secretary General of the Shanghai Cooperation Organization, headquartered in Beijing, the People’s Republic of China. During Kazakhstan’s 2010 Chairmanship of the Organization for Security and Cooperation in Europe, he served as Special Representative of the Chair-in-Office for Protracted Conflicts.
Having retired from Kazakhstan’s foreign service in 2014, from 2015 to 2018 he held the post of Adviser to the President of the National Railways Company of Kazakhstan. Since December 2019 Ambassador Nurgaliyev was the Deputy Chair of the Board and in April 2021 was appointed the Chairman of the Board of the Foreign Policy Research Institute under the Ministry of Foreign Affairs of the Republic of Kazakhstan.
Ambassador Nurgaliyev is married, his spouse is Alma Nurgaliyeva, they have daughter Almagul and son Yerden. He was rewarded the order “Qurmet” (2010) and the order “Dostyk” (2020) and medals. Holds the diplomatic rank of Ambassador Extraordinary and Plenipotentiary since 1996.


Amangeldy Tazhenov

Deputy Chairman of the Board of the Foreign Policy Research Institute under the Ministry of Foreign Affairs of the Republic of Kazakhstan

Amangeldy Tazhenov, was born on October 26, 1954 in the Ishim district of the Tyumen region. In !972 he graduated from the Gladilovsky secondary school of the Golyshmanovsky district. In 1977 he graduated from the Faculty of History and Pedagogy of the Peter and Paul Pedagogical Institute named after Ushinsky in the North Kazakhstan region. He was elected deputy secretary of the Komsomol Committee of the Institute. He worked as a commissar of the regional headquarters of student detachments.
In 1977 – 1979 – instructor of the department of school, student youth and pioneers of the North Kazakhstan Regional Komsomol Committee;
1979 – 1982 – instructor of the Department of school youth and pioneers of the Central Committee of the LKSM of Kazakhstan, Executive Secretary of the Committee of Youth Organizations of the Kazakh SSR;
1982 – 1996 – service in operational and managerial positions in security agencies;
1996 – 1999 – Counsellor to the Embassy of the Republic of Kazakhstan in China;
2000 – 2004 – Head of the Press Service Department, Head of the Information and Analysis Department of the Ministry of Foreign Affairs of the Republic of Kazakhstan;
2004 – 2007 – Counsellor to the Embassy of the Republic of Kazakhstan in China;
2007 – 2009 – Deputy Akim of the East Kazakhstan region.
From March 2009 to October 2017, he worked as Deputy Director of the Foreign Intelligence Service of the Republic of Kazakhstan «Syrbar». He was awarded the Order of «Dank» II degree, many medals and departmental awards.
He has a diplomatic rank – Counselor of the 1st class.
Honored Worker of the Diplomatic Service of Kazakhstan.
Married, has two sons and five grandchildren


Manarbek Kabaziyev

Deputy Chairman of the Board of the Foreign Policy Research Institute under the Ministry of Foreign Affairs of the Republic of Kazakhstan

In 1998, he graduated with honors from the Kazakh State Law University (lawyer-jurist, specialization in international law).
In 2009, he graduated from the Diplomatic Academy of the Ministry of Foreign Affairs of the Russian Federation (specialist in international relations).
In 2024, he graduated from the Ural Federal University named after the first President of Russia B.N. Yeltsin, Department of Political Sciences (specialty 5.5.2. Political institutions, processes, technologies).
Candidate of Political Sciences.
Doctor of Philosophy (Ph.D.) in the specialty "8D031 – Social Sciences".
He graduated from the courses of the Diplomatic Academy of the Ministry of Foreign Affairs of Turkey (Ankara, 1998), Diplomatic courses at the OSCE Academy (Vienna, 2000);
the NATO Science Programme "Bringing Scientists together for Progress and Peace" (Brussels, 2001);
the training program of the Institute of Diplomacy Academy of Public Administration of the President of Kazakhstan (Astana, 2012); 
language courses at the Confucius Institute (Beijing, 2018).
Since 1998 he works in the Ministry of Foreign Affairs of the Republic of Kazakhstan.

He speaks English, Turkish and Chinese.
Professor at the Institute of Diplomacy of the Academy of Public Administration under the President of the Republic of Kazakhstan.
He was awarded many of state and international medals.
The author over 10 scientific articles and publications on the foreign and domestic policy of Kazakhstan in academic journals and collections of materials from republican and international conferences, as well as in the mass media.
Married, has three children.
