On October 1, 2026, L.N. Gumilyov Eurasian National University hosted an international scientific and practical conference titled «The Development of the Foreign Policy of Independent Kazakhstan: Historical Experience and Contemporary Perspectives», dedicated to the 85th anniversary of the first Minister of Foreign Affairs of independent Kazakhstan Tuleutay Skakovich Suleimenov. 
The conference was attended by representatives of the Ministry of Foreign Affairs of the Republic of Kazakhstan, heads of Kazakhstan’s diplomatic missions abroad, a member of the National Kurultai, veterans of the diplomatic service, members of the diplomatic corps, representatives of the expert and academic communities, as well as faculty members and doctoral students of the Institute of Diplomacy of the Academy of Public Administration under the President of the Republic of Kazakhstan.
At the plenary session Deputy Chairman of the Board of the Foreign Policy Research Institute and Professor at the Institute of Diplomacy Manarbek Kabaziyev delivered a presentation entitled «From the Diplomacy of Formation to the Diplomacy of Influence: The Legacy of Tuleutay Suleimenov and Kazakhstan’s Foreign Policy».
In his address, M.Kabaziyev examined the contribution of the first generation of Kazakh diplomats to securing international recognition of the country and establishing Kazakhstan’s national diplomatic service. He particularly highlighted Tuleutay Suleimenov’s role in shaping the country’s foreign policy institutions and training a new generation of diplomats.
M.Kabaziyev emphasized the importance of continuity in Kazakhstan’s diplomatic tradition for safeguarding national interests and pursuing the country’s multi-vector foreign policy. He described the transition from the diplomacy of formation to the diplomacy of influence as a gradual expansion of Kazakhstan’s foreign policy capabilities – from consolidating independence and strengthening its position as an independent actor in international affairs to advancing key initiatives, strengthening regional cooperation, and achieving tangible results.
