MANARBEK KABAZIYEV SPEAKS AT INTERNATIONAL CONFERENCE ON NATIONAL AND REGIONAL SECURITY

On 9 October 2026, Deputy Chairman of the Board of the Foreign Policy Research Institute Manarbek Kabaziyev participated in the IV International Scientific and Theoretical Conference «National and Regional Security in the Face of Contemporary Challenges», organized by «Center for Military-Strategic Research» JSC.
During the plenary session, M.Kabaziyev delivered a presentation entitled «Kazakhstan and the Formation of a New Regional Security Architecture in Central Asia». His presentation focused on the transformation of the geopolitical environment, contemporary cross-border threats and prospects for strengthening regional cooperation. Particular attention was given to the shift from traditional security approaches towards a comprehensive regional resilience model based on early warning, strategic forecasting and joint risk management.
In his remarks, the expert emphasized the growing role of Central Asian states in shaping their own security agenda. He highlighted the importance of the Consultative Meetings of the Heads of State of Central Asia and the need to ensure complementary use of the mechanisms of the United Nations, the Shanghai Cooperation Organization and the Collective Security Treaty Organization. In his view, Kazakhstan’s multi-vector foreign policy, experience in diplomatic dialogue and mediation, as well as its strategic geographical position, provide the country with considerable potential to serve as one of the architects of a new regional security system.
Among the practical initiatives proposed by M.Kabaziyev were the establishment of a permanent expert and analytical platform on regional security, the preparation of an annual regional risk assessment, expanded interagency information exchange and stronger expert cooperation on Afghanistan-related issues. He also underscored the importance of developing expert and academic diplomacy and protecting transport, energy and digital infrastructure as essential components of contemporary security.
The participation of the FPRI representative in the conference contributed to expert discussions on pressing issues of regional stability and fostered cooperation among Kazakhstan’s foreign policy, military-strategic and research and analytical communities.
