FPRI EXPERT COMMENTS ON THE OUTCOMES OF THE 7TH CICA SUMMIT IN BAKU

On October 16, 2026 the «Kazinform» International News Agency published an analytical article entitled «From Dialogue to Prevention: Kazakhstan Outlines a New Stage in CICA’s Development», examining the outcomes of the 7th Summit of the Conference on Interaction and Confidence Building Measures in Asia, held in Baku on October 15 with the participation of President of the Republic of Kazakhstan Kassym-Jomart Tokayev.
The article features expert commentary by Deputy Chairman of the FPRI Board Manarbek Kabaziyev on the prospects for the institutional transformation of CICA into a fully-fledged international organization.
The expert emphasized that acquiring a new international legal status does not automatically entail the establishment of supranational powers or binding conflict-resolution mechanisms. In his view, the key criterion for the success of this transformation is the ability to convert the accumulated political capital of trust into effective instruments of practical multilateral cooperation.
The analytical article also examines the key initiatives put forward by the Head of State at the Baku Summit, including the development of preventive diplomacy mechanisms, strengthening transport and economic connectivity and expanding cooperation in artificial intelligence, water security and human capital.
